BY order of the Secretary of War, Capt. R. G. BALDWIN has ordered all the men employed in the Richmond Arsenal to form companies – Mr. JAS. D. BROWNE, Superintendent, being appointed Captain of the Arsenal Guards, Company A; WM. D. O’KEEFE, 1^st Lieutenant; EDW’D B. CURTIN, 2d Lieutenant; J. H. BEETON, 3d Lieutenant.
