From the Richmond Dispatch, 9/20/1862, p. 2, c. 2Arrests. – Wm. Barrett has been committed to the military prison of the Eastern District for acting as a substitute agent. A man in his employ, named Wm. McNiven, was put in on the same charge.--Edward A. Foran, a member of the 14th Regiment Louisiana Volunteers, was also arrested and locked up for trying to sell himself as a substitute.--A. Doobar, a Yankee member of the 1st Maryland Cavalry, has been placed in Castle Thunder, as also James Smith, arrested for selling liquor.
