From the Richmond Dispatch, 9/26/1862

The Secretary of War has directed Capt. Henry Wertz [Wirz], Commandant of the Libby Prison, to proceed to the South and report the names, &c., of all Yankees paroled and sent home, and to forward all still in confinement to Richmond. The idea is not only to get rid of them, but also to learn who have been gotten rid of, when and how.
