From the Richmond Enquirer, 10/28/1862, p. 2, c. 4

UNFORTUNATE CITIZENS. – A note was received by the Mayor, dated on the 23d of October, from one of the wardens of Castle Thunder, which stated that, by order of Capt. Alexander, he sent before his Honor “Mr. Sweeny, who was arrested last night on the dock as a common vagabond, and being exceedingly annoying to this part of the city.” Dublin, Hughes’ Row and other rowdy places are located in close proximity to the Castle. Whether Mr. Sweeny’s status was examined into by the Mayor does not appear, no record of the fact being extant. If all entitled by law to be called vagabonds were arrested in this city, a good sized regiment might be formed.
