Sir: I respectfully request your consolidation of the Small
Pox & Howard’s Grove Hospls. They are entirely too near to expect an entirely
harmonious administration. Surg. Palmer is in charge of both Hospls at this
time. I propose to style the Small Pox Hospl the 3rd or Small Pox
Division of the Hospl & place it in charge of an officer to report to Surg.
Palmer. This assignment I think will promote efficiency & economy.
