Sir,
You were directed to keep all the
sick and wounded from each State together. Why 197 N. Carolinians in one
division and 87 in another – The order for the closing of the divisions has not
been literally obeyed, as is obvious from your daily report. You were directed
to close all but one Division and when that was full to its capacity to open
another ward by ward as they were actually needed.
