Summary of Franklin Stearns file, M346, National Archives. 

This file represents payments made by the Confederate Government to Franklin Stearns, a known Richmond Unionist, including rent paid for several warehouses used as hospitals.

***on all documents, it notes that Stearns is the executor of the estate of W. B. Ross, Deceased.

4/1/1862

$300.00 paid “For rent of building & premises on Main street for the purpose of a prison from January 1st to April 1st, 1862 @ $1200 per year.” Signed by T. P. Turner, Capt, Cmdg, and paid by Capt. Jackson Warner, AAQM, on 8/20/1862.

9/1/1862

$700.00 paid “For rent of building and premises known as “General Hospital No. 22” from April 10th to Sept. 1st 1862, is 4 2/3 months at $150 per mo.” Below: “Approved, S. P. Moore, Surg. Genl.” Signed and paid by Capt. Wm. E. Warren, AQM, on 9/22/1862.

9/1/1862

$750.00 paid “For 5 Mos. rent [of] building used as Hospital from 1 April to 31 Aug @ $150.” Signed and paid by Capt. Wm. E. Warren, AQM, on 9/5/1862.

12/31/1863

$600.00 paid “For rent of Factory, belonging to the Estate of W. B. Ross, used as a Barracks for city guard forces from the 1st day of September to the 31st day of December 1863, being four months @ $150 per month.” Below: “Approved, John H. Winder, Br. Genl.” Signed and paid by Maj. John H. Parkhill, QM, on 1/22/1864.

6/30/1864

$450.00 paid “For rent of Factory on Main St., below 25th st. (used by Government as Military Prison Hospital) from 1st April to 30th June 1864 (3 months) at $150 per month.” Below: “Approved by command of Lieut. Gen. Ewell. AAGenl.” Signed and paid by Maj. John H. Parkhill, QM, on 7/2/1864.

3/31/1864

$450.00 paid “For Rent of Factory on Main below 25th Street used by C. States as Prison Hospital for Federal prisoners, from 1 January to 31st March, 1864. 3 months @ $150 per month.” Below: “Approved by command of Lieut. Gen. Ewell. AAGenl.” Signed and paid by Maj.
