Mrs. PHOEBE Y. PEMBER, who died in Pittsburgh, Penn., Tuesday, and whose body will be buried at her old home in Savannah, Ga., was probably the only woman upon whom Gen. Robert E. Lee personally conferred the title of Major. She went from Savannah to Richmond in the early days of the struggle, where she was made matron of Chamborazo [Chimborazo] Hospital. Mrs. Pember served as matron of the hospital until the fall of Richmond.
