RAILROAD CONNECTIONS. - A scheme is now before the Legislature for connecting the Richmond and Petersburg railroad with the Central railroad, by means of a tunnel under 8th street, from Byrd street to the valley, north of French Garden Hill. The estimated cost is $200,000. Another plan is to construct a tunnel passing under the Capitol Square, diagonally, and opening in the hillside beyond the President’s House. Other schemes to accomplish the same object, have been proposed, and are now under consideration.
