THE CHIEF OF POLICE. - Mr. Samuel Macubbin, an experienced efficient, and courteous officer, has been appointed Chief of Police, under the Provost Marshal. Mr. Baldwin T. Allen, of Cumberland county, Va., has been appointed Clerk at the prison, in Lumpkins' Alley.
