Chief Surgeon A. S. Mason,
                 Sir,
                        For economy in fuel and commissary stores and better order, I suggest to the Chief Surgeon that all the patients at Gen Hosl Camp Winder be removed into two or three divisions.

There are now but 1262 patients at Winder and each division has a capacity of 700 with 500 feet of floor surface to each patient.

The diseases are not gymotic and do not need more ventilations than this will afford. There are many of these chronic cases. There are 6 Surgeons, 7 Asst Surgeons, and 20 Contract Surgeons attending these 1262. Unless some battle should see a change in the health of our army, these steps you have taken will prevent the number of patients [from] being increased.
