Sir,

In obedience to instructions I have reduced the number of inmates of this hospital to twenty two – You will observe that the morning report exhibits a much larger number, which is explained by the fact that a large number of those who are subsisted by the Hospital are permitted to occupy quarters adjacent to the building and are consequently reported as in hospital – this arrangement has been adopted by the lady in charge without consultation with me.
